Because the IP addresses  from KNOWN spambots that I uploaded to Incapsula  to block their access to the forum were being shared or used by some members who have dynamic IP addresses.One should ask why some ISP  at times assign members IP addresses that are used by spambots!
EVERY IP block that I uploaded was verified as being used by a spammer by at least 2 databases.
So i have had to remove nearly all the IP blocks in Incapsula. While i regret members being denied access a lot of ISP need to do something to stop spambots using some IP addresses that they assign to users at various times! My  first responsibility is to protect the forum and its members  from spambots and malicious activity.  Incapsula provides an additional layer of protection for the forum  that still allows members access.If instead i got rid of it and then implemented the full capabilities of some other forum  protection measures  then many forum members would be permanently blocked (i know this from testing!!!) and i could do nothing about this other than turn all the protection off and hope for the best!!!
